The above statistic comes from our National Assessment of Educational Progress (NAEP). When
you look at the definitions for reading levels, it gets scarier still:
Definition of Terms: NAEP Achievement Levels
- Basic denotes partial mastery of prerequisite knowledge and
skills that are fundamental for proficient work at each grade.
- Proficient represents solid academic performance. Students
reaching this level have demonstrated competency over
challenging subject matter.
- Advanced represents superior performance.
It seems like to achieve "Basic" all you have to do is show a "partial mastery". This is so broad
it seems like anyone who can read at all should be able to show a partial mastery. If you wish to
